The VA dropped thousands of caregivers from the program, but reversed course after facing criticism from advocates. The VA estimated that up to 90% of the original caregivers, known as “legacy participants,” may no longer qualify under the new criteria. However, the VA officials acknowledged that the new rules were written in a way that led to “unintended consequences”. I believe it was all political.
