In order to reduce the size of the federal workforce and reduce excess personnel across the board, implement a Reduction-In-Force across all agencies of the federal government, except for Department of Defense and DHS. Implement RIF in those agencies after a impact on combat readiness and a homeland security readiness review. Recommend a 10% RIF in October of 2025 and annually as needed thereafter. Incentives such as early retirement and buy-outs may be used to encourage participation. All agencies should be enabled to manage the RIF internally with guidance and oversight by the Office of Personnel Management.
