Obama and Biden both intentionally reclassified thousands of Federal employees so a Republican President couldn’t fire them. That cemented the swamp in position forever and caused resistance to Trump’s efforts that were insurmountable. Now that Republicans control both houses, reversing this must be their first initiative otherwise all others will perpetually be uphill.
