Real consequences for cybercriminals in non-extradition countries

Cybercriminals have created the third largest economy in the world. Cybercriminals activities are supported or ignored by their governments (China, Russia, N. Korea, Iran, Iraq, and sometimes India) among others. Until there are serious consequences for those individuals and/or the countries that support them, the trend will continue. No more strongly worded diplomatic letters, but escalate to economic sanctions at the minimum to kinetic response as the maximum.
