Simple policy, require all bills to be read out loud on the floor of both the house and Senate by the Speaker of the House and by the Senate Majority leader prior to a vote being allowed.
I would imagine that neither party would be interested in reading a 5k page bill filled with things unrelated to the bills purpose. We would likely see single issue bills with limited pork become the norm.
The average person reads around 40 pages an hour. So if a bill was 1000 pages long that would take the speaker 25 hours to read. This would likely result in the speaker only allowing the most important items to be included in a bill.
