Congressional Spending Transparency Act
Section 1: Title
This Act shall be known as the “Congressional Spending Transparency Act.”
Section 2: Purpose
The purpose of this Act is to increase transparency and accountability in the allocation and distribution of taxpayer money by requiring detailed specifications for all congressional spending, especially when funds are directed to Non-Governmental Organizations (NGOs).
Section 3: Requirement for Detailed Specification of Spending
Subsection A: General Spending Requirements
- All proposed spending bills must include a detailed itemization of the intended use of funds, specifying the exact amount of money allocated for each purpose, written in plain English not code.
- Each itemized spending entry must include a clear and specific description of what the funds will be used for, including relevant programs, services, or projects.
Subsection B: Spending to Non-Governmental Organizations (NGOs)
- Any allocation of taxpayer money to NGOs must specify the name of the receiving NGO.
- The exact amount of funds to be received by the NGO must be stated clearly.
- The specific purpose for which the NGO will use the funds must be detailed, including but not limited to programs, operations, or projects that the funds will support. This may not be vague. FUNDS MAY NOT BE ALLOCATED TO BE PASSED ON TO OTHER NGOS.
- The recipient NGO must provide a detailed report on the utilization of the funds, including the outcomes achieved, within one year of receiving the funds.
Subsection C: Reporting and Accountability
- Congress shall maintain a publicly accessible database containing all detailed specifications of approved spending, including itemized entries and reports from NGOs.
- An oversight committee shall be established to monitor compliance with this Act and ensure accurate reporting and accountability.
Section 4: Penalties for Non-Compliance
- Failure to comply with the specifications set forth in this Act shall result in the suspension of the allocated funds until detailed specifications and justifications are provided.
- NGOs that fail to submit the required reports within the specified timeframe may be barred from receiving future funds until compliance is achieved.
Section 5: Effective Date
This Act shall take effect immediately upon its passage and shall apply to all future congressional spending bills.
