Independent contractors have no protections as far as getting paid. The department of wages can’t do anything for those who have an EIN number. I’ve had family members who didn’t get paid 10k from jobs that were agreed upon and carried out. I did a job a month ago and still haven’t gotten paid and no one can do anything about it. Just because someone is self employed does not mean there shouldn’t be an expectation on the customer. As long as the job is done in the manner agreed upon in the contract, the customer should have a time frame on when to pay the person and it should be enforced by the government.
