BILL: Public Servant Fair Compensation Act of 2026

To establish compensation standards for Members of Congress, aligning their salary with the median income of their constituents and modifying health care benefits to align with public options.

SECTION 1.

This Act may be cited as the “Public Servant Fair Compensation Act of 2026”.

SECTION 2. FINDINGS AND PURPOSE.

(a) Findings.—The Congress finds the following:

  1. Public trust in government is strengthened when elected officials share economic circumstances with their constituents.
  2. Aligning Congressional salaries with the median income of constituents promotes equity and accountability.
  3. Modifying healthcare benefits for Members of Congress to align with public options ensures they experience healthcare realities akin to those of the general population.

(b) Purpose.—The purpose of this Act is to reform the compensation and healthcare benefits of Members of Congress to reflect the economic and healthcare conditions experienced by their constituents.

SECTION 3. ADJUSTMENT OF CONGRESSIONAL SALARIES.

(a) In General.—The salary of each Member of the House of Representatives and the Senate shall be set at the median income level of the state they represent.

SECTION 4. HEALTHCARE BENEFITS REFORM.

(a) In General.—Members of Congress shall not have access to taxpayer-funded healthcare plans. Instead, they may choose to obtain private healthcare or enroll in existing public programs such as Medicare or Medicaid.

SECTION 5. IMPLEMENTATION AND REVIEW.**

(a) The adjustments to salary as outlined in Section 3 shall be reviewed and implemented annually based on the most current economic data.

SECTION 6. PROHIBITION ON SELF-IMPOSED
RAISES AND LOOPHOLES.

  • No Member of Congress shall have the authority to vote for or implement any increase in Congressional salaries beyond adjustments specified by this Act.
  • No Member of Congress shall engage in any actions designed to circumvent or exploit loopholes in the provisions of this Act.

SECTION 7. EFFECTIVE DATE.

This Act shall take effect for fiscal years beginning after December 31, 2025, and shall sunset every 10 years.
