I didn’t find anything on the johnfleetwood.com website. But, really, it seems like this entire Act needs to be scrutinized - there shouldn’t be immunity from liability in this context. Liability would create a natural consequence of companies being very careful about what they put out in to the marketplace, and then the addition of liability of the politicians who are deciding what measures should be taken (as in, mandating anything).

Operation Sea Spray
Operation Sea Spray was a secret biological warfare experiment conducted by the U.S. Navy in September 1950 over the San Francisco Bay Area. The goal was to determine how vulnerable a city like San Francisco might be to a bioweapon attack. The Navy released Serratia marcescens and Bacillus globigii bacteria from a ship off the coast. The bacteria were thought to be harmless at the time, but the experiment led to an outbreak of urinary tract infections in the area, with one person, Edward J. Nevin, dying from a related infection. The operation raised ethical concerns and highlighted the potential risks of biological warfare testing on the public.
Operation Big Itch
Operation Big Itch was a U.S. entomological warfare field test conducted in September 1954 at Dugway Proving Ground in Utah. The goal was to determine the coverage patterns and survivability of the tropical rat flea (Xenopsylla cheopis) as a vector for biological agents. The fleas used in the tests were not infected with any biological agents. The fleas were loaded into munitions and dropped from the air. Unfortunately, the E23 bomb malfunctioned, releasing fleas into the aircraft, where they bit the pilot, bombardier, and an observer. Guinea pigs were used as test subjects around a circular grid to measure the fleas’ spread. The operation showed that fleas could survive the drop and attach themselves to hosts, covering a battalion-sized target area.
Operation Big Buzz: Conducted in June 1955 in Savannah, Georgia, this operation involved dispersing over 300,000 mosquitoes from aircraft and through ground dispersal methods. The goal was to determine the feasibility of using mosquitoes as vectors for biological warfare.

The documents share the plans to produce delivery systems of aerosolized mRNA vaccines over populations (note: the proposal wasn’t funded, but raises concerns for something like this to be misused secretly, which should be guarded against).

This is normal for them. Create a society they can control and create laws that make us obey.
Look at covid and what was done to the whole world. Countries are still reeling from this and entire industries have gone bankrupt.
They knew exactly what they were doing.
Spraying us with chemicals.Making our water, food and everything else around us harmful to us. That is nothing for them. They probably are not even from this planet, may not be humans if they don’t have a conscience.
You will know that you have your country back when the chemtrails disappear. Until then, you know that your country is still held hostage. Your skies are your tell-taile sign that you are once again free. Use the skies as your messenger. Don’t think you are free until your skies return to their normal state Don’t trust your government until the skies become clean of chemtrails for more than six months. Simply logical, my dear Watson.

Nothing like a heaping lung-full of the next planned plandemic, huh? Lung interiors are approx. 92 degrees and very moist and oxygen rich – perfect environment as a biological petri dish. Take a deep breath and smile when you look up at the sky lines. Just think…they only need to get a handful of people infected out of a city population of millions and they incubate and spread the disease themselves. And what is waiting in the wings for the rest of society…why a perfectly prepared multi-million doses of the very thing that they caused…yet, the vaccines will be mRNA again, and containing more foreign DNA fragments and heavy metals, causing further spike proteins (see: Dr. Fauchi and SARS), immunilogical retardation (see: Dr. Fauchi and VAIDS), sterilizations, and deaths to be blamed on the fake plandemic that they created. This is typical of the medical deep state…they are a one-trick pony – they have been at this since the 1980s (see: Dr. Fauchi and AIDS) – their first micro-Frankenstein success story. When you have them figured out, they keep going until you hang them. Simple as that. You will know that you have your country back when Dr. Fauci has been publically convicted by your government of Crimes Against Humanity and was hung by the neck until dead.
