Many of the countries we import goods from are heavy polluters. Their lax or non-existent pollution control allows them to manufacture goods less expensively. I propose that a “Pollution Tariff” factor be added to goods from each country that is based on the amount of pollution they contribute to the world’s total pollution.
Not only will this incentivize countries to take steps to minimize their pollution, it will also bring focus on those in this country to seem to ignore that offshore sourcing for various products somehow is good for our ecology (like polluted air over China doesn’t leave that country’s airspace?).
