“Policy Funnel”

I think this site could use distinctions between discussions, proposals and “policies”. Discussion forums could be a way of identifying those interested in a topic. Proposals could be policy drafts created by collaborating with 3…5…7 individuals from the discussion forum and used to get feedback. “Policies” would be the final product for “voting”. This might encourage collaboration and overall thought/quality.
