It would be more efficient to make it a bounty system.
John Q. Public exposes waste, fraud, abuse → it gets cut → John Q. Public gets 1% of the savings put in his bank account.
It would get the public’s head in the game, and the payout would be small, so we can focus on lowering taxes or paying our debts.
It also sets up a prisoner’s dilemma that’ll make the fraud self-report.
Say you’re a petty employee at some billion dollar NGO, and you know that if you give DOGE a line-by-line fraud report, you can get $10,000,000. You also know that you’ll only get paid if you’re the first submit an iron-clad report. People will clamor for the chance to sell out their bosses.

I like this alternative to lower taxes and eliminate debt.

Last year the US borrowed 2 Trillion dollars to fund operations. So far they have found waste in the 2 -1 0 billion range. There is no money to refund, no share, no payout. All of their efforts will result in us not having to borrow so much, hopefully not at all.
