Place USCG Appropriations under DOD to Insure Paychecks to Coastguardsmen and women.
Simple, no nonsense these men and women in the USCG deserve to get paid without fail at all times.
Currently DHS stops payment to USCG during government shutdown.
Never again should this happen.
