Palestinians need a temporary home while Gaza is reconstructed. None of their Arab neighbors are willing to take them in significant numbers. Europe and the Commonwealth have reached their refugee capacity.
Ukraine has vast tracts of vacated land. Many young Ukrainian workers have fled, been maimed or killed in the war. They will need workers to help with clearing and rebuilding as well as soldiers to replenish their army.
Israel and the majority of the Arabic nations want the Palestinians out of the region. They would eagerly help subsidize the mass relocation in the form of travel, housing, medical, education, job training, etc.
Russia would have a Buffer Zone inhabited by a people who are sympathetic with Iran, its strongest ally in the region. Agreeing to the Buffer Zone would be a bargaining chip they can use for other economic and security deals like a warm water port.
Specifics need to be negotiated like the subsidy amounts, visa requirements and renewal process, pathways to citizenship, length of program to coincide with permanent housing, etc. but the basic framework has a substantial benefit to all parties involved, assuming the Palestinians would be willing to relocate for much more safety and opportunity.
