Use census data to discount a jurisdiction’s population to ensure only U.S. citizens (and maybe legal permanent residents) are counted for purposes of congressional apportionment. This will serve the dual purposes of maximizing citizens’ influence and discouraging large populations of illegal aliens.
Census data will be subjected to validation and cross-checked using federal computer records (Social Security, Veteran Administration, IRS, etc.).
Planned new apportionments will be publicized by January 1st of the 4th year after the census, for implementation after two intervening Congressional elections post-publication. For example:
– Census in 2020
– New apportionments announced January 1, 2024.
– Next two Congressional elections in November 2024 and November 2026.
– New Congressional districts voted on in November 2028.
– Next census 2030…
