No U.S. funds for activities outside the U.S. that are not permitted within

No U.S. Taxpayer dollars should be able to fund activities directly or indirectly in any other country if those same activities are not lawful and currently permitted on U.S. Soil. As an example, building or funding labs and research facilities in other countries to bypass laws within the United States.

Example - Research is being done in labs across the world using taxpayer dollars, while putting other countries populations at risk just to avoid U.S. laws and regulations. Recent discussions on Gain of Function research highlight the need to stop this activity.
