That’s it really. No foreign aid to any nation absent a ratified treaty.
Getting this to 500 characters is a challenge because like most good ideas, it isn’t complex or difficult to understand.
So just to recap the policy: No allocation or appropriation for ANY Foreign Aid, no money whatsoever, to any foreign country without a treaty negotiated by the Executive and ratified by the United States Senate. No exceptions.
American protectorates and territories have treaties and so aid to Guam and Puerto Rico can continue but I would advise serious review.
