Section 1: Mandatory Reimbursement for Foreign Deployment
No funds shall be obligated or expended for the deployment, stationing, training, support, or humanitarian use of United States Armed Forces or military equipment in any foreign territory unless the host country has remitted payment equal to twice the total cost incurred by the United States, including:
- Personnel salaries, benefits, and life compensation
- Equipment transport, usage, and replacement

- All operational and infrastructure costs
This requirement applies to all missions, including training, peacekeeping, humanitarian aid, or joint exercises.
No prior treaty, agreement, or alliance shall exempt any country from this obligation.
No deployment shall occur, and no equipment shall be delivered, until full payment is received.
Section 2: Equipment Protocol
No military equipment shall be left behind in any foreign territory unless:
- Full payment for its replacement value has been received, or
- Removal is physically impossible and destruction is carried out to render all components permanently unusable and unreconstructable.
No equipment shall be merely disabled or partially sabotaged. Destruction shall be total, physical, and irreversible.
Section 3: NATO Clause
If U.S. forces are used by NATO in any operation not directly tied to a declared war involving the United States, the host country receiving U.S. support shall remit payment under the terms of Section 1.

No reimbursement obligation under this Act shall be waived, forgiven, delayed, or reduced without express congressional approval.

Any violation of this Act shall trigger automatic investigation and funding suspension for the deployment in question.
Section 6: Sunset Clause for Existing Deployments
All current deployments of United States Armed Forces and military equipment in foreign territories shall be subject to the reimbursement conditions outlined in Section 1.
If the host country does not remit payment equal to twice the total cost within 180 calendar days of enactment of this Act:

- All U.S. military equipment shall be removed or destroyed beyond recovery.
No exceptions shall be made for prior treaties, alliances, or humanitarian missions.
