Just a thought. To prevent the large number of similar proposals I suggest a screen that pops up when you click the add new proposal button that instructs the poster to do a search for similar proposals BEFORE they post theirs. If they do not do the search, they are not allowed to post. Maybe also do a search using the title of their post looking for similar posts also before they are allowed to post.

I also try hard to find existing proposals to comment on before creating a new one. Duplicate proposals is a real problem. I wish people were less lazy but it does seem like we do need something like this.
