National/international PET water bottle deposit

Create and pass a national beverage container deposit bill including PET water bottles. In states like Michigan where beverage container deposit are mandatory, there is virtually no roadside pollution from these materials. If someone throws them out, someone else will pick them up. 85% of water battles end up in landfills or in the ocean. Many of those who voice the loudest concerns about pollution are also the largest consumers of bottled water. I am neither but this is common sense.
