Move the US Capitol to Southern Indiana. Leave the existing DC judges in DC to have jurisdiction over local DC issues. Establish new courts in Southern Indiana, with new judges, to have jurisdiction over Federal bureaucracy.
The partisan bent of the existing pool of judges in DC prevents any real justice. Moving the capitol creates the opportunity for real justice.
It would also save time and travel for a majority of Americans to get to their US Capitol.
