Military recruiting problems solved.
By allowing “New Military Recruits” to get 4 years and out, this term, under the 47th President’s Administration.
Guarantee them 100% option to be out before the next inauguration. Also extend the offer to “Reenlistments” who will be signing, at the beginning of the next Administration.

Sounds reasonable. Most of the people qualified to join the military hate the federal government, but might hold their noses and join if they knew they’d never have to take orders from a neocon.
Edit: should enlisted men have the option to quit every 4 years? It seems like it would put some fear into the swamp monsters, knowing that they could lose their military if they’re too awful.
I think generally a 4 year enlistment is more common. They lure soldiers with bonus money and try to have them sign for more time. Maybe a Veteran who has will chime in on this conversation.
