Mandatory audits of taxpayer grants to NGOs

Require financial audits of NGOs receiving taxpayer funding in whatever forms such as grants. Auditing would establish actual use versus government intended use. Conduct a “rolled up” audit of all money designated for a particular use including departments executing dispersement, recipients, locale and the like. Create a separate report per NGO of all monies received and their use. Create a separate report of burn rate of funds from each for each tranche of monies intended for disbursement. The auditing function would be carried out by an IG-type role reporting to Congress, not the executive branch, with compulsive response requirements by the executive branch.
