It has occurred to me that government agencies like the CIA only reveal their agency’s mission under various broad categories like “gathering intelligence” or “safeguarding our Nation’s interest”. That to me is not enough of a pledge to work for the American people. It leaves too much room for unilateral action and secrecy from special interests.
I propose that every single federal agency set up a mini constitution / mandate that clearly defines the boundaries of which each agency can operate in. This has to be written in plain English and easy to understand for the American people, with no room for ambiguity.
If the mandate of a particular agency is violated through some action, then whoever was responsible for approving that action would be fired and replaced. The constitution of each agency can be modified through Congress and bipartisan action.
