Make America the Electronics Recycler of the World

We should consider making America the electronics recycler of the world. There are many former factory towns and cities in the US that have never recovered industry. Many electronics get shipped and dumped in poorer countries where they are not actually recycled and cause serious damage to the environment and people. To help fund such an endeavor, every electronic device purchased should require upfront a recycling fee and the precious metals and rare minerals extracted could be sold back to the electronics manufacturers, which ultimately could help reduce the need for mining so extensively.

I agree - there need to be (potentially, there may be other solutions) corporate tax incentives for recycling electronics. And individuals need to get a tax credit for recycling their electronics, too. There are some individual U.S. states and other countries that offer this solution and have been found to be effective.
