Objective: Address the housing crisis by making homeownership more accessible and sustainable for first-time buyers and future generations. This three-step plan focuses on financial incentives, increasing the supply of affordable homes, and improving long-term affordability.

Step 1: Home Savings Incentive Program

Proposal:
Defer income taxes for non-homeowners and redirect them into a Home Savings Account (HSA)

  • Once they save enough for a down payment or closing costs, they become eligible to purchase a home.
  • At that point, their income taxes are routed back to the government, ensuring continued participation.
  • This incentivizes saving for homeownership while maintaining tax contributions in the long term.

Step 2: Assumable Mortgages for Newly Built Starter Homes

Proposal:
Provide ‘assumable mortgages’ for newly constructed homes priced below the national average.

  • These homes serve as affordable starter options for first-time buyers.
  • Directly underwrite builders committed to delivering these homes to the market.
  • Offer incentives to build homes for ownership, not rental, ensuring homes remain accessible to families, not private equity.
  • This policy helps secure a steady supply of affordable homes for future generations.

Step 3: 40-Year Amortization for Affordable Homes

Proposal:
Introduce “40-year amortization schedules” for homes under this program to lower monthly payments and improve affordability.

  • If necessary, establish a ‘third warehouse facility’ (Donnie) to manage these mortgages, independent of existing financial systems, ensuring flexibility and long-term stability. New ways to provide liquidity to the economy directly.
