Limitations on sale of locally grown chickens by small farms

Remove regulations keeping small local farms from being able to grow and sell chicken meat. The regulations keep small farms from processing more than 1000 chicken a year without a bunch of expensive facilities and government intrusion and excessive oversight. People want fresh free range chicken but not from the huge monopolies.
