Limit the Diversity Visa Lottery to Legal Immigrants already residing in the US

Pass a bill that limits the Diversity Visa Lottery program to legal immigrants already residing in the US for a period of 10 years. Currently legal immigrants already residing in the US, paying taxes and raising families, have to compete with immigrants around the world for the limited Visas allocated for the Diversity Visa Lottery.

Legal Immigrants already residing in the US should be prioritized for consideration for the Diversity Visa Lottery. This will provide more opportunity to people who have not only qualified to be admitted into the US, but have also contributed to the US through their education, taxes and other economic activities.

Yes, but with some caveats.
These should be either:

  1. families with children in our schools so that the family assimilates, or
  2. adults that have been in our schools and assimilated.
  3. no felonies. No drug or gang related issues.

If they are kids that have gone through our schools successfully, then give them a green card.
Upon honorable discharge from either military or VISTA, they get citizenship.

The parents that choose to come here and have either natural born kids OR kids that meet requirement above, and are clean as well, should be given a PINK card.
This means they can work, pay taxes, BUT, will not be able to get SSI or Medicare. In addition, no citizenship.
