Limit CEO compensation to no more that 20x that of the lowest pay employee of the corporation they lead. This can be done indirectly, by imposing a 99.99% income tax rate on compensation exceeding this threshold.
You cannot limit how much a person is paid, companies have rights to pay what they believe.

That’s why I am proposing 99.99% tax compensation over that limit, The Supreme Court has upheld repeatedly the government’s right to impose taxes as they see fit.
