Right now, municipalities approve building permits. It takes forever, and they often have no idea what the drawings actually say or mean. It is a bureaucratic nightmare stifling construction of everything from homes to train stations.
Instead of municipalities handling permitting, enable a certification that any private company can achieve, in which subject matter experts in trades (plumbing, electrical, architecture, civil engineering, etc.), can certify permit drawings for a fee. Municipalities would only be responsible for setting the zoning and deciding which building codes are best for them, and so long as developers adhere to those codes, certified private companies can approve plans for construction.
This would remove the largest bottleneck in the construction industry, permitting time, by moving it to the private sector. The private sector can also determine the appropriate fees for these services, and project that would want to move faster could elect to pay more to move things along.
