Childbirth is not an emergency in itself. In the average, healthy, low risk Mother, there is no reason to give birth in a hospital unless she chooses to do so. However, we are somewhat required to birth in a hospital as insurance does not cover the costs of a midwife/home birth. The maternal mortality rate is higher for hospital births due to unnecessary medical intervention.
