Policy Statement:
This policy sets out to promote access to healthy foods as part of preventive care under insurance coverage. Qualifying expenses for healthy food purchases shall be eligible for payment with Flexible Spending Accounts (FSA) and Health Savings Accounts (HSA) to support overall health and reduce long-term healthcare costs.
Scope and Definitions:
- Healthy Foods
To qualify as a covered expense, foods must meet the criteria below:
• Fruits and Vegetables: All fresh fruits and vegetables are eligible for coverage, regardless of organic certification.
• Meats and Dairy: Eligible meats and dairy products must be, at a minimum, organic. Additional options may include products that are grass-fed, grass-finished, or sourced from regenerative farms.
• Seafood: Eligible seafood shall adhere to the sustainability guidelines established by the Monterey Bay Aquarium’s Seafood Watch program.
• Grains: Only whole, minimally processed grains, including rice, qualify for coverage.
• Oils: Healthy oils, such as avocado and olive oils, are eligible for coverage.
Guidelines:
A review committee shall be established to periodically assess and update these guidelines, taking into account scientific consensus and public health priorities. Definitions and eligibility requirements for “healthy foods” may be adjusted to reflect emerging evidence and dietary recommendations.
Implementation:
This policy shall apply to all insurance providers and be effective immediately upon issuance, pending further guidance on implementation details, including but not limited to purchase verification and eligible vendor lists.
