Transparency on Medicare spending outside of actual healthcare

Medicare is used by government to pay down debt in addition to pay for healthcare. Government is permitted to use Treasury bonds from Medicare to pay national debt. We need transparency in what is being paid off with this money and how much is being used for something other than healthcare. Medicare is consistently blamed as costing too much.
