Whereas the Electronic Benefits Transfer system is used for fraudulent activity nationwide, facilitating all manner of crime, I submit that within 30 days of the passage of this Act into Law, the EBT system be immediately abolished and replaced with paper stamps to be issued on site at local government offices, to be headed by the Department of Agriculture.
Additionally, all IRS agents currently employed by the US Treasury will stop their work collecting income taxes and immediately begin their new duties working under the Department of Agriculture, investigating the past 10 years of suspected Welfare Fraud.
Moreover, within 90 days of this Act being carried, Congress appoint funds to the Sheriffs offices of Americas great counties, the purpose of the funds being to fund criminal investigation teams to liaison between the Department of Agriculture and the Sheriffs offices.
Don’t matter if it’s paper or EBT. misuse will happen. it’s the same mentality as “gun laws”. criminals will always find a way to break the law. I remember people selling paper food stamps back in the 80’s. at $0.50 of face value

Also, small communities will look the person in the eye once a month as they come to collect. and can learn who is who in a short amount of time.

One difference between food stamps as best I can remember and the current SNAP/EBT system is food stamps had to be purchased at least by some people. It was something like pay $5 for $25 worth of food stamps. EBT does not require you to pay, which is important for people out of work…
The people who will misuse the system don’t care if they have to look you in the face once a month to get their food stamps, they’ll still just turn around and sell them right in the parking lot when they leave the DHS building. Criminals aren’t like us, that doesn’t make them feel shame, or scared, or anything else… Because whatever habit they’re selling those stamps for is far more important to them.
sorry but you didn’t not address the point. what difference would paper make? I can pay you and borrow your card or I can pay you for stamps. how would one make it easier to catch fraud??
