Illegals from cartel afflicted Latin-American countries whom currently reside in the U.S. can apply for a protected refugee status, of which this status will be entirely suspended after the cartel threat has been eliminated.
These illegals will be given only a period of two-weeks to apply, without any exceptions afterwards. Information pertaining to each individual will be collected into a newly created database.
Individuals holding this status will be subject to certain permissions and regulations, for example:

Individuals must reside within U.S. territory, else their status will be suspended.

If committed of any criminal offense will result in immediate suspension and deportation.
