For those illegal immigrants remaining in the country after the large-scale deportation of violent criminals:

Give all illegal immigrants remaining in the country a date certain (in 2025) by which they must register their presence in the USA or they will face immediate deportation when caught. If caught, they will be fingerprinted and a sample of their DNA will be added to a database to be maintained by CBP .

If they do not register and are caught, they will be deported immediately and will be ineligible to become a US citizen. Those who attempt to re-enter the US illegally will be guilty of a felony and will serve a five year mandatory prison sentence before mandatory deportation.

All those who register by a date certain will be provided with a work permit with the following conditions:
a. They will VOLUNTARILY sign away their right to ever apply for US citizenship in exchange for a lifelong work permit.
b. They can remain in the US and work in the US but must follow US employment law.
c. They cannot receive any government assistance until they accumulate 40 quarters of full-time work experience, and they will then become eligible to collect social security on the same timetable as US citizens.
d. Upon completing 40 quarters of full-time work experience, they will be eligible for other US benefits as applicable.
e. They must provide their fingerprints and a DNA sample in order to receive a work permit.
This approach means that anyone who has entered the US illegally WILL NEVER be allowed to become a US citizen unless they leave the country, file the proper paperwork, and get to the back of the line, behind those who have been in line to enter legally and have followed our laws.
Those who decide to remain with the work permit issued to them, can contribute to the economy and live within the US but they WILL NEVER become a US citizen- since they chose the illegal path when entering the USA.
This plan should not negatively impact US workers to a significant degree, since companies would be required to follow US employment law and pay US wages when hiring the work permit holders. it is imperative that illegal worker DO NOT undercut the wages of US job seekers.
Once the permits have been issued, and the “date certain” is passed, any non-citizen in the US without a work permit already issued (or with an expired VISA) should be deported immediately (ASAP).
Upon full implementation of this policy, we will know the names of all of the people who entered the US illegally and decided to remain (with very few exceptions). We will have a database of their names, addresses, fingerprints and DNA. This will give us a new starting point from which to implement a zero tolerance policy in regards to future illegal immigration.
Identifying those who flaunted this policy will be crystal clear upon contacting them. This draws a very clear line in the sand that starts in 2025.
