Identify White/Black historic Americans as indigenous groups

Recognize historic White and Black Americans as indigenous American ethnicities at the federal level.

This has already been done to some extent with the Poarch-Creek, who are a recognized European-Native American tribe in Alabama. Given over 400 years of continual settlement, white and black historic Americans are indigenous to America now, and easily classifiable as indigenous: when compared to, for example, many of the peoples currently recognized as indigenous by the United Nations.
