- President Trump should require all agency heads (acting or otherwise) to provide a one page double spaced memorandum indicating the reasons why the agency should not be eliminated. 2 business day turn around time - no exceptions.
- To identify those jobs that are not essential, examine the PD’s (position descriptions) for each agency. If the PD heading includes the word(s) analyst or research, the position(s) should be identified for elimination.
- Mission creep: A MAJOR source of government bloat and redunancy. For example if the agency was created to collect revenue, it should not be in the business of setting policy. International trade related agencies are replete with redundancies/overlaps. In the trade arena, the ITC, Commerce, Treasury. OFAC, USTR, DHS all have policy functions that overlap or are not essential to their core missions.
- Automation redundancies: Examine the multitude of computer programs used by federal agencies for overlap/redundancies.
