HUD(Housing and Development) Affordable Housing policy is a total scam. We need JFK co-ops

My aunt, a teacher in NYC in the 60s bought a unit(3 bedroom-2 bath) in a nice neighborhood on the upper west side. The unit was federally subsidized and assisted by the city(perhaps State too). It was quality housing(not public housing) and the buyer needed to qualify as lower middle class, with a good job.)
This is the meat of the market need now. We need true public housing for poor(LIHTC housing by HUD is a giveaway to Goldman Sachs and Co.) but we also need good housing for families that are in the middle of market and poverty.
My aunt bought the home and the criteria follows:

-You can only sell back to co-op
-you need to qualify with a middle income
-you may bequeath this quality housing to your family but they need to be within 2 generations
-you can NEVER sell to outside market.
-your sale will track inflation plus some metric
-Its generational wealth and your family can live in NYC forever
My aunt now is in a elderly home, but my nephew and his family have the co-op. He works for CNN, so not impoverished, but NYC property housing is insane. He can afford to save for college(which also needs upending but thats another policy.)
