I think we can solve this if we can enforce a law or policy for all HOAs to have a real version of voting per unit in HOA and for it to be the means of decisions made instead of by the corrupt boards appointed, then community could vote in things like basketball hoop allowances etc, more details here: Require HOA to assign voting per unit/ownership and adhere to majority vote
