The Federal Government shall pass no law nor impose any regulation , mandate, or policy which interferes in the patient - doctor relationship or which restricts in any way a patient’s right to accept or reject a health or medical treatment, procedure, test or prophylaxis for him/herself or his/her child. Neither shall the Federal Government punish health care practitioner for advocating for or against any treatment, procedure, test or prophylaxis.
