I’d like to propose harsher and longer punishments for those who harm animals for malice and cruelty. I’d like there to be a permanent offender list as well for anyone caught harming and torturing animals. If a person’s pet was tortured and charges were pressed and proven, they should also be on the Animal Abuse Registry.
