The president should appoint heads for positions that do not run governmental agencies or organizations (for example the chief of staff, Secretary of State, UN Ambassador, etc.) However, the president should not have the power to appoint those that lead governmental agencies such as the FBI, CIA, or EPA. The heads of these agencies should be non-partisan and be people who have worked in the agencies for many years. They should be appointed through the natural process of working your way through an organization. The leaders of these organizations should not be changing as often as they are, and these organizations should not change policies and methods as often as when a new president is elected.
