This practice is outdated. Every one has access to a cell phone or computer; give the vote to the citizens paying your salary.
We need to keep it, but fix it. Every state (and the few hand full of territories) receives 1 electorial vote based on the states popular vote. This makes every state equal and no state is more important than any other state. Now if you want to have some states give voting rights to felons or whoever, fine, but they only receive 1 EC vote. Problem solved.
