Stop Aiding Our Foreign Adversaries Act - Amend the Trading With the Enemy Act of 1917 to assert the role of Congress in checking the executive’s corruption, expand the scope of existing legislation (the Antiterrorism and Effective Death Penalty Act of 1996; the Foreign Assistance Act of 1961; the Department of Defense Appropriations portion covered by the Leahy amendment) to establish a congressional list of our foreign adversaries to replace DOD and intelligence policies (i.e., apply the Stimson doctrine), and a review committee to scrutinize and audit humanitarian relief expenditures. Update the Magnitsky Act and expand the Boland Amendments to include all such enemies on the foreign aid blacklist. Amend Public Law 113-100 to include a ban on all foreign diplomats from states which are otherwise not accountable for ongoing human rights violations. Enforce (as a high crime against the Constitution, as a basis for impeachment) the Neutrality Act of 1794 against the president in the event he takes an aggressive action unilaterally against a target not on the list of foreign adversaries.
