Simple and clean. An annual Grant total should be established on a regular basis. Countries should apply for funds and be accountable to the application of those funds. All grant awardes should be audited for accountabiliy. If funds were not used as applied for, the country goes to the end of the line. OR a repayable loan with interest and similar accountability to the grant.
