Forced balanced budget

Currently, congress allocates specific dollar amounts to each expenditure. Because of this, they can continually increase funding to any project they want. My solution is to replace revenue distribution from a dollar amount to a percentage. Our government will receive whatever amount of tax revenue they get and be limited to that dollar amount as a spending limit. Congress will need to justify what spending has priority and by what percentage each expenditure receives. This can further be expanded to allow funding transparency to voters and we can vote for candidates who propose different spending allocations. This will also prevent the further devaluation of our dollar by the current printing of money to fund projects beyond what our tax dollars cover.
