Food, small business, welfare reform

Food stamp programs should be restricted to raw ingredient foods only, forcing healthier eating across the low income spectrum which will increase the health of the spectrum as well. Fruits, vegetables, scratch cooking ingredients, meats, etc.
There could also be an incentive to use the program at small businesses. Any purchases at companies less than 1 million in annual sales are charged at .50 (or some percentage) per dollar to the stamp recipient.
