Our nations drinking water infrastructure is outdated and under-maintained to the point that they need to treat our water with bleach so its safe to drink by the time it makes it to your faucet.

You are correct. The good news is there are many inventors and others who have tackled the technology, such as this man and his non-profit who create fresh water from air. Literally.

I work in the water treatment industry and I absolutely agree that our drinking water infrastructure needs to be updated and better maintained. However, I don’t know what specifically you’re upset about. I would presume you are talking about lead and copper pipes, since they’ve been in the news recently and are the primary reason to replace pipes, but I can think of several other frustrations with outdated and under maintained pipes.
Regarding lead and copper pipes: all public water systems in the US were required to submit an inventory of the materials in every service line in their system to the EPA by 10/16. They will be doing field work to determine any unknown materials next and then will have 10 years to replace any lead lines.
Now, I want to note that we don’t treat drinking water with bleach because pipes are poorly maintained. Rather, we use chlorine because it continues disinfecting water while in the pipe, which can grow biofilms. There are other disinfectants, like UV or ozone (etc), but they only disinfect water at the treatment plant - leaving water vulnerable to bacteria and viruses once it enters the distribution system. Yes - chlorine increases your risk of certain cancers, but it also allows our children to live past infancy and has increased our life expectancy by 50% over the last century, so I consider it a positive.
