Fine state and local governments that refuse to cooperate with immigration enforcement. Fine them for each illegal apprehended by federal authorities in their jurisdictions.

How about this as a better option. Start deportation with the criminals and those 1.3 million who have already had their claims rejected. Ask Red states and Red state Governors to assist, They will. What will happen is illegals will flee Red states and move to Blue states and sanctuary cities. My estimate is that this would see up to five million illegals move to these destinations. As these cities struggle and fall apart their citizens will turn against the democrats. We will then find blue states cooperating and sanctuary cities ceasing to be. Would be all over in two years. NY Mayor is close to assisting now. Chicago has started to rebel.
I like your idea as well. The problem is that it would work but afterwards the sanctuary cities would have their hand out to rebuild. Perhaps the bigger problem is that Congress would give them the money.
Perfect. the money to rebuild in fact any federal money comes with conditions. First condition no sanctuary city status. Second condition all money must be first spent on veterans. Third no federal money can be spent on DEI. This is glorious.
I don’t think they have the legal ability to fine a city/state. They can, however, deny them federal funds unless they comply.
Perhaps if we simply go after those govt officials in charge, who provide aid and comfort to criminals, slapping them with felony convictions such that they cannot hold office, then we don’t need to harm the welfare of citizens of said state with fines in wichh they would have to ultimately pay the price. Simply play wack-a-mole with every new libtard official that pops his/her head up as a new replacement, and they will eventually run out of bone-headed idiots.
